Protected Planets and Race changing

If I got the ppt off the market then changed race would I keep it?
I did Search but it did not help me much as I could not find one.

One more thing would I keep my Officers?

yes you keep it if you switch race and the officers not sure i did it awhile back in Q am sure they stayed
