This is a very hard thread to make a serious reply to, but I will nevertheless make an attempt.
The only measurement of that is against the goals of each and every alliance involved in the war. In a sense this is a reply to [SlayerS_fith] who said that:

I think the vast majority of people don't understand the reasons why everyone fights this war. So i'm going to try and put accross my interpretations of everyone's goals. Obviously its hard for me to consider the specific goals of other alliances. However there are a few assumptions that can be drawn (feel free to correct me if i'm way off).
OE: Wanted to destroy TLE. Whilst TL/TDL are still around, there is no doubt they have lost a lot of their previously big name players. New players have emerged in their place (r8, inr, thamuz), but the core is different to how it once was. OE could claim they have acheived their goals in this war because of that.
Mayhem: I think it was the possiblity of revenge against TLE that made them join OE and the war. Mayhem were a part of Zion, they were hit by TLE a long time ago. They stood their ground back then but were eventually broken. So I think it is fitting they are grouped with OE, at least in terms of their reasons for this war are similar to those of OE. Like OE, they could also claim that the enemy they wanted to fight against has changed so much it is no longer a recognisable enemy. Big tick in that box for Mayhem.
DDE: I still have no idea why they wanted this war. Probably it was just that they wanted to go to war, and happened to fight against an enemy they know wouldn't surrender. How you can define a victory or a loss in a war without a clear reason and against an enemy that never stops I have no idea. So whatever their goals were in this war, i'd say probably not achieved.
TAF: This one is easy. We continue to fight for the same reasons we always have. To protect ourselves and our friends. Honestly, truthfully, we have not succeded in ensuring we will have a peaceful future. If we had, we would not need to continue fighting.
TO/CoTO: They were forced to surrender in their last major war against FUAll. This war for them was about redemption. This time they decided to fight and prove they were strong enough to continue fighting for a very long time and survive. I think they have proved that.
EPA: Point number one. They didn't want to join this war. They were forced into it by DDE's constant attacks (not to mention a dispute between the former EPA leader and OE command at the time). Naturally EPA responded to the attacks and ended up here. I think for EPA it was about showing their legacy still holds true and that people should never count them out.
SU: I don't fully understand the history of SU, though I am aware that it contains a number of conflicts with OE. In that sense their reasons for fighting are very similar to those of the Tauri Alliance. They fight for their future. And until it is guarenteed to be free from oppression for them and others, they will keep fighting.
TLE/D2D: This is the hardest one of all to clarify, because the reasons they continue to fight are different to the reasons why the war started in the first place. After all, they are different, seperate alliances now. Blahh, Zesh, zeb, mato have all quit. Whatever their reasons were for fighting initially, it no longer applies. What does matter now for the remaining members are the reasons they continue to fight. I think they want to redeem the mistakes of their predecesors. They are willing to see this through to the end without surrendering because that way, by sticking with their friends, The Legion has now become so much more than just an empire. They are a small group of great players that deserve their place in this game and its history and that I am proud to be fighting alongside.
As a final and general note. All of the TTF alliances are aware that the only way they can achieve their goals is to continue to stick together. That is another reason why we will not surrender and why we will not be divided.
