Well, this is a very long shot theory at best, but possible the answer is which ever side manages to get their economy set such that they can afford to build large defenses and being able to replace rapidly despite the fact the other side will likely be able to mass them down before the defenses pay for themselves.
Essentially, sacrifice growth and even decline a little in favor of making the other side lose their growth and hopefully decline as well.
Create a situation where if X is the amount stuff needed for defense (and to replace them faster, or at same rate, than can be taken down), and where Y is what the other side would need to mass that down constantly. One would need create where they always have X, and still have enough to go out of their way to prevent other side from having Y. Fortunately resources taken from Y can be added to X.
Overall make it so the other side runs out of stuff to sacrifice to achieve Y first. But the sheer cost of this and math behind it is well, insane. I question my own sanity for even suggesting this as a possibility. Especially when one considers the sheer size of the both sides, and the actual amounts they produce within a PPT and stuff. Maybe I've gone to far into the theoretical with this suggestion.
