With the return of the System Lords, all Goa'uld Empires will have to submit to the might of the powerful nine. Those who oppose us shall suffer the same demise as all others in history past.

The GE does not have to submit to the nine, as I am Pharoah for the GE, and as Lord Odji and his queen are on the council (about time) then they will follow Lord Odji or be banished to the outer rims and there domains taken.

However, I do expect those who speak out against the Goauld within those alliances you represent will be squashed. There are Tok'ra among you as well, remember that.

As for representation on the council, then I do not see any need to "dance" for those on the council.
