flaw in technology upgrade for tauri...

i have tried to purchase my upgrade for offensive strike and have not been able to....why would this be happening???? i have been playing for a while now but just now got around to upgrading it....so i would like to know why this is happening...are any other people having this problem????..i KNOW for a FACT that it is not because of the money....because 40k isnt hard to come by... i would appreciate any help thanks....
