Actually Mutually Assured Destruction policy means they would annihilate themselves to make sure the enemy was taken out, in this case it's just an aggressive defensive policy, DDE do not take themselves out in the process of the massing, just the enemies

Actually I think a MAD situation means that there are enough weapons (or whatever, in this case a 1 hit mass policy) to ensure both sides are destroyed.
