your covert capacity should be relative to spy level for example:
up to level 10: 50 turns
level 11: 60 turns
level 12: 70 turns
level 13: 80 turns
and so on.
i say this because as the amount of naq you can get per turn is increasing exponentially many people have 100 top weapons and with 50 turns you would be lucky to destroy 5-10 if they have a few smaller weapons.
what are everyones opinions?

The covert system has been "improved" nigh on too many times, it's become nothing more than something that makes you look powerful...
It takes seven or eight spy related movements against a player before they get maxed out, in addition to the stupid limit on one top weapon per sabotage... It therefore gives a player immunity more or less, against ever being seriously damaged via sabotage. What will you do with all those covert capacity turns if you can't use them against the enemy after eight goes?
Spies seem to only have one use these days, higher numbers along with a greater spy level improve your rank. Other than that, they're pretty useless in terms of destructive capabilites (i.e. todays events). I remember when you could threaten someone with sabotage and they would shut up. It's no longer the case...

I honestly do think Forum should assess the current situation in regard to recon/spy/sabotage. Like I said before, it's become something that makes one appear powerful, unless of course, you get kicks from destroying newbs.

Another wild idea
I touched on this in another thread but---
Sabotage (direct destuction of weapon assts) should exist as a levelling mechanism against the top players. Otherwise, unless you multiaccount or have a dedicated and active online alliance, they are untouchable. BUT the top players, by virute of BEING the top players, can afford to buy more spies and covert levels than anyone else. Which makes them STILL untouchable.
SO -- what if indiviudal effectiveness of spies was linked to your rank, but in inverse proportion to you rank? That is, the HIGHER rank you are the LOWER the (individual) effectiveness of your spies? High rank by definition means that you can stomp the snot out of anyone else below you by conventional means; so use that. Having high rank and lots of spies means you become bureaucratic and bloated -- like the CIA, whereas you can be a lean mean spying machine with a small number of ops.
Or, if sabotage is restored to it's former power, create Sabotage Turns, like attack turns, that have to be built up over time. So that it doesn't matter HOW powerful you are covert, you can only go out and do it so many times.
