Either you, or the person your trading with is over the trade limmit as it states.
You or he might have brokers that would then put you over the limmit if you accepted.
For instance
100m army size +he is trying to broker you 100m but you have also brokered somebody else for 50m UU
100m+100m+50m =250 and is over trade limit
