If you are doing a lot of bad things all at once but only have 0 or 1 warnings then you may get warned and given a "cool down ban" which will stop you continuing to make mistakes.
For example: if somebody gets angry with a mod or the forum and continues to break the rules its kinder to force them to come back in a few hours when they have calmed down.
A 2 week ban happens when you have got 3 warnings in a row.

In a stroke of either brilliance or stupidity, I helped push through the concept of cooldown bans when I was GM over general and the GC. My reasoning was that sometimes people get too angry in a specific thread. Sometimes no amount of warnings from moderators or polite privates messages will stop them from venting. Sometimes you just see red and you don't give a damn about the consequences.
Rather than be a prick, and give them warning after warning leading to a ban, I thought it'd be a better idea to give them some time to calm down. The same applies to people who login drunk and use the forums inappropriately; a situation to which, alas, I am no stranger. Nine times out of ten, if someone has a few hours to go do something else and cool down, they won't be as inclined to rampage.
So the nutshell answer to your question is that a two week ban is two weeks (duh) whereas a cooldown ban is at the discretion of the moderator who issued it. Still not sure, even in retrospect, whether it a dumbass hippy idea which has too much potential for abuse from corrupt moderators.
