why is it good to raise the lvl?

It increases your covert capacity, thus allowing you to spy on people who have either the same soc level or a smaller one but with more spies while at the same time reducing the necessary number of spies trained in order to reach a certain covert value.

Almost. Correct that it doubles every two levels, but each level raises it by a factor of the square root of 2. So each level will raise your covert by about 41.4%.

AC levels work exactly the same, but equivalent levels are twice as powerful (or 2 levels ahead).

Not true. As far as I know it just takes a factor of 5 out of the multiplier for everyone affecting the cov power of all accounts equally. Cov levels will work as they do now.
