will be as willing to merge as they are now...
if that means loosing a 60 tril bank...

On to something? Hardly. Just spend your alliance bank on bank upgrades before merging, and everything is perfect. For good measure, have everyone but the leader from the alliance you'll merge into join your own alliance before upgrading, and then move back to the other alliance after spending that bank. Disband the old alliance, and use the alliance bank of the alliance you just merged to for upgrades.
Alliance A: players A,B,C,D,E -- bank: 10T
Alliance B: players F,G,H,I,J -- bank: 20T
Players B,C,D,E join alliance B, alliance bank is spent on bank upgrades.
Players B,C,D,E,F,G,H,I,J join alliance A, alliance bank is spent on bank upgrades.
9 of the 10 players have had the full effects of the banks, no naq was 'lost' when merging.
It's not being 'on to something', Dubby. It's just logical.
