That realm has had so much covert activity against them recently that even your intelligence sources know about some of it! They are surely ready and waiting for additional operations - your Intelligence Officer warns you strongly against proceeding, and you are compelled to agree...for now....

You have hit the covert limit, the person you are trying to spy or sab has just had loads of spies sent his way and so you cant send anymore.
Keep smiling it makes people wonder what your up to.

Take note that it doesn't just have to be your spies that set it off.
So you might have never reconed/sabbed the guy but he just got hit by a bunch of other accounts.

The limit will return to normal over time, refreshing each turn. So if you wait until the next turn, you'll be able to spy/sab the person, but that will push the limit back up.
