unfortunately that cant happen as army size plays a role in voting and if they all joined one house but different times they can be kicked one by one ](./images/smilies/eusa_wall.gif "Brick wall")

whether the houses are necessary or not it is a good kind of change, but the houses need working on to balance out the powers..... or even if they remove the bonus.... I have no real problem with the house yet, but will post here if i do.
