As it stands, if you can be active 16 hours a day, you get 1.5kAT/day (45 + 3/turn). Where as, if you only play for say 2 hours/day (which is realistic) you get [(45 + 3) * 4 active turns] and [5 * 28 rested]. So that is like 332 turns. 1.2K extra turns per DAY if you are able to be online for 16 hours/day.
Someone else suggested something similar and I agree. A slight tweaking is necessary. Something like, for every turn you use your active turns (the 45 you get when you attack) you instead get 30AT. And when your not attacking, you get 10AT/turn, instead of 5.
With this method, we then have the hyper-active person getting 1056AT/day. And the lesser active, but still active person getting 412. Which is only a 600AT gap, 1/2 what it is now. Means if new people come, they can catch up by being really active. But even if they are not so much, they can still start to compete.
Lets not also forget, MAJOR updates are yet to be done. Things that radically change the server, like ascension, or race unique techs. When these come in, everyone will be able to get them at a similar rate
