It's definitely based somewhat on income. 0 miners and 0 untrained = 0 cost for second ppt.

Good Advice, always play with Miners, Realm Alert Status (Crit, None, etc.), and your Officers % Income whenever you are doing an Upgrade, or wanting to use Weekly Market Bonus to go on PPT. You might be surprised the difference a subtle change makes!!
