Could always make the vote count based on military units, instead of all units.
For example, Someone has a 310m army size, with 300m miners/lifers, and like 5m defenders and 5m spies. The would have the 10 vote. Someone with say 150m army size, but only 130m miners/lifers, with something like 7m defenders, 7m spies, and 6m attackers, would get 20 votes instead. This is probably a logical choice, otherwise, you just get friends to join your alliance, but them like 200m units each, and then get them to quick. With 5 new accounts, you'd get an extra 1b voting power that could never be removed

With the MS you can't have a complete negation or else no one will ever be able to take a planet from that house. Fleets need to be removed from this house's bonus so that planet taken is allowed, otherwise it's a bit too uberly powerful.
On the limiting the number of alliances in a house - as was stated in a later post a take over way needs to be done as we don't want to see lots of small 5 man alliances being created specifically to hold houses.

It wouldn't really. If you train more, your more powerful. Where as now it's pretty much whomever has the most miners/lifers is most powerful (house wise)

Since there is yet another thread about the empire update ( houses ), I will simply quote what I already said

Perhaps then attack or defence units you kill, is based on their weapon strength as a multiplier? So that a defender with a full strength weapon gets say 100 points, but a weapon-less defender only gives like 1 point. That's the whole point. He is talking about the No MS House - in which case players with big MS's can leave, rejoin and still have their MS in play.....whilst the rest of the alliance gets the bonus

So, what's the point. Are you saying that they have the edge? (I fail to see how still). Anyone else in the alliance can't use their MS, and if the non-house alliance is fighting the no MS house, then having massed MS is sorta irrelevant no?
