correct me if i´m wrong but i think it actually works the way its intended
from the unascended races only only goauld could use the bank feefree
while every ascended being can use it feefree aswell :D think this is intended


but to answer your question

Correct the 2% works for all but Goa'uld and ascended beings.

Thats how it always has been and should stay.
