The bank limit will never be increased just because someone wants to get their next spy level and cannot currently hold that much naq in their bank. And you do not have to rely on trading to get the next level. Do what other people do - invest your naq in weapons - then sell the weapons when their naq value on selling is enough. Sure, you lose out on a fraction of the original cost value - but big deal.
