No same stats, one started later. To me it seems to be friends or somethin similiar. Refering to arm size / UP =D. So it looks like that Elva made other person their commander so they can catch up.

If they use same IP they can't join as CO/Officer.

You have no grounds for suspicion based on what you have posted here. Go learn what suspicions of multies really are then come back and make reports.
