You rethink your actions of attacking those so clearly out of your power levels, since it will only bring scorn from the ranks of the ascended. In general, you can engage realms in between 5x your size, and 1/5th your size.

Spying should not be affected by the size anyway. It has been a known bug for ages. It usually happens when you train up a LOT of spies (ie before farming). If you keep the spies trained until the next turn change, the bug will probably go away.
