well it oscillates by a few factors, officers etc (and i think AT's?) or something anyway, i believe it's no bug. If it were your raw it would be something to worry about.

I have 0 officers, so theres nothing draining my UP. I put effort into getting my UP to where it is, I expect to reap the reward!

There is NO fluctuation.
The only thing you could call 'fluctuation' would be the rounding issue leading to 134,678 being given one turn, and 134,679 the next.
Further variance (but no 'fluctuation' as such) could occur if any of the values listed below change. (Officer income, Planets.)
When you come off Vac mode in Ascended, your stats (and incomes) receive a general boost, as well.

Now - for daily total, multiply by 48 (turns in a day) and you get (within a couple, due to rounding): xx,xxx,xxx. total daily UP.

Im fluctuating by 1000. No 1s and 2s. My up should be 10313 and its been an even amount everytime. Im wondering if it has to do with the large amount of UU I currently holding for a friend?

What could be influenced is the actual amount of UU you are holding, as opposed to your UP. I have had on occasion situations where I had 200m UU untrained. When I trained ALL my units, I still had well over 9000 UU left. And I trained a VERY precise number.
