so once the extra weapons and shields start getting killed off in battle after your ascension,

you would need to re-buy tech to refill the extras.

They get sold like weapons me thinks.

And yes, you end up over capacity after ascension but can't reach it again if lost unless the techs are re bought

Don't ascend with fleets. At all.
During ascension, all weapons are sold at 75% of their 'market value'.

Selling % of market value:
Attack weapon: 10%
Defence weapon: 60%
Fleets: 90%

So sell off your fleets, keep your weapons, and god willing you'll be richer for it.
