And if they do not pay, the government destroys the students' credit ratings before they can do anything. There is no notification, no warning, nothing until said student is married and trying to get a mortgage for a house or purchase a car.

Permits should not be required for demonstrations, par the constitution. As for the crime, the good can not control what the bad do and should not be punished for it.
The answer to rising crime? Arm yourself.
It has now come out that those who are "occupying" in the city are not a part of the original occupy movement. The park where they have basically created a tent city downtown was only inhabited by Occupy for 3-4 days two weeks ago. It is now nothing more than a haven for homeless people. There are several thousand dollars in damage to the city park, and I only see that number growing as this continues.
Local businesses arming themselves won't help much. Most people around here are liberals who don't know how to shoot anything. Also, the crimes are happening at night while all the businesses are closed. The park is only 4 blocks from a major police precinct, but the crime rate continues to grow in that area.
