How do you find out who someone is in ascended server to regular server and vise versa?

You can only do it on Ascended, with God Quest (if you have enough covert). The other way around is only possible if you keep lists of everyone's IDs (assuming your covert is high enough to god quest the player you're looking for too).

You're welcome - oh, and, depending on the potential target and your connections, you could get someone to provide you with the ID. I'm fairly certain all the empires keep up-to-date lists just in case
