Section Admins - who will be 'in charge' of the section in question. They will be responsible for the overall feel of the section, the setup/structure, and most importantly the community/users in the section. This will incorporate the old 'ombudsman' role. And insofar as the Section Admin is responsible for the users, they are also responsible for the high level mod behaviour towards the users.
So -as a user - if you have an issue with how you are treated, rules, bans, whatever --goto the section admin... They are there for you!
There is no 'reporting structure' in this setup -- tech, mod, and section admins are all on equal footing, each with their own (somewhat overlapping) responsibilities.
Mods report directly to the mod admin, and indirectly to the section admin for the section in which they mod.

I don't think name changes are the explanation (at least, it doesn't affect younger alliances):

1,271 days places the cause somewhere in 2008 - most likely, this update:
Alliance minimum requirments
Alliance - those over 60 days old - MUST maintain 5 active members. Under this is not considered an alliance, and the union of true alliances (the UTA) will disband your alliance, and confiscate your alliance bank, if your alliance is under 5 active memebers, and over 60 days old.
Your alliance management page will show you the member count, and age of alliance.
I'm guessing it only counts down from the day the update went live, so it doesn't show a proper count for alliances that still exist from before the update (not all that many, I think); on the other hand, the date at which members joined the alliance must have been recorded since a long time before that (for whatever reason).

Not sure how you can say it places the cause somewhere in 2008. All you have done is divided 1,271 days by 365 giving you 3.4 and you say that places the cause approx 3.4 years ago.... however, I see it as this....
The counting of days stopped after day 1,271 for some reason. The longest serving person according to the OP has been in it for at least 2,079 days, so it the alliance had been running for 2,079 then that would put the cause of the problem approx 808 days ago putting somewhere in end of 2009/ early 2010.
However, if other alliances also have the same number of 1,271 then you wouldn't be able to use that to pin point the time of cause.
Unless you are thinking that the age counter reset to 0 1,271 days ago which would then put it in 2008.

I don't think you understood me - while, yes, it is possible that the count stops (for no good reason that you could point out) at 1,271 days, it is also possible (and, in my opinion, more likely) that the alliance age count had only reached 1,271 days when this topic was started.
What I'm saying is that I believe the alliance age count only started in 2008, while the membership age count is probably a different thing that started a long time before that. If this is correct, the alliance age count didn't exist before the update because it wasn't necessary/admin hadn't thought of including it; as to whether the membership age count existed before the 2008 update, it would take either an alliance leader with an excellent memory or the admin to confirm it - but it's not all that important.
If you're right, this is a bug (albeit a small one) that should be fixed. If I'm right, the alliance age count is still going and it's no longer 1,271 days... someone care to prove/disprove me?

It is very simple. The alliance 'founding date' was not recorded before 1272 days ago. When Jason added the database field, all existing alliances were given the same founding date.

I'm sorry, I meant the membership age count (for lack of a better name) - i.e., for how long has a member been in the alliance? Since it goes back to over 2,000 days for some people (quite commendable, if they're still active), it must have existed before the update.
