Back in the day covert used to be quite small, so the difference then was quite big. However now the difference is probably a few hundred mill or bill, even if you calculate it to send in what is really close, it still happens to be big (at least sometimes +- a spy or two makes a bit of a difference).
No it's not random, it happens on ascended with DMing as well, if you reverse the calculation you kill crap all planets, but if you add only a few hundred you slaughter quite a few.
I would be very surprised if this was a bug, seeing as people have been sabbing since the dawn of time, and someone just realized its existence.
