I think a lot of TOC's depend on your target tbh. The rank 1 TOC, 7b, still can't take out a lot of players. Activity trumps levels 10/10. But what Jo said was right (Wow... I said it) 3b+ is a pretty good standard. I've got 3.5b atm and there's still people a lot smaller than me I couldn't take out, purely based on the fact that they have no life and refil every 9hrs to piss my life off, and cause of their damn levels I need 12hrs to kill em ...but I'm not bitter or anything...
