Yes, quite like that, indeed. As with all things Gatewars, 'set in stone' means a fundamental thing which admin 'might' change in the future.. but it is a core principle of NewGrounds, and this is how it is. Took GnR 6 years since the first suggestion that it should be used for other things as well. By all means, do what everyone did back then, make suggestions to change that. Patience is a virtue?

can i also ask why the gate wars players wasnt asked about the idea been as were the reason the games still going ?

1 reason: Owner.
Yes, it is great that we are all still here, and if we were not, there would be no Gatewars. True. And it will be fantastic when more players come around and show up. Brilliant. But while you can suggest changes, updates, whole new features and massive overhauls, the Owner decides what happens in the end. You know that as well as I do.

The owner cares. But while the owner takes all opinions into account, the owner does not let themselves be led by the desire to please every single player.
There is a difference between 'listening' (weighing ideas/suggestions/opinions) and 'obeying' (following ideas/suggestions/opinions, which seems to slip past a few people.

You mistake the target audience of NewGrounds for Main players. True, some players from Main play NewGrounds. Primary audience is new players. People do not 'need' 2 accounts, but if you do the work on NewGrounds, you get the account. Labour pays. (It will not be a top-of-the-line account, but average, as we have explained before.)

2. use it to feed my main account with turns;

3 attack anyone without threat to my main account

1. You will be clearly marked as an NG-ascendee. I would imagine most alliances will make sure you are who you say you are.
2. Naq/UU/AT-trade traces will be monitored more than they are now.
3. True. You could do that, if you built up your NG-account enough to do so.

I suppose the idea is that it might encourage $ players to spend on their "new" account in main to boost it (or "abuse" the use of it by going undercover with different name, or using it as an extra stock for uu). Gather more $ from this with the duplicate accounts, along with Newgrounds market.

If he wanted to infiltrate an alliance or whatever he would just have to claim he's a new player who just finished NG, and doesn't have another. You would have to either choose to believe him or not.

If they are a Legal Multi Account, then why would there be steps put in place to prevent the transfer of resources, when by your own rights they are your accounts.

Regular IP restrictions apply, supported by the new kit of account security updates. Neither Jason nor myself ever said otherwise, although we do neglect to mention it regularly (one does not always say everything).
Cannot hit the same player at the same time with both accounts, cannot log into both accounts at the same time, cannot transfer resources between accounts without a bunch of intermediaries.. while yes, having a second account will help the current Main player, it will not be of as much use as a single account. (Besides, why would you split your farming income across two accounts anyway..)

Well, same thing as in Quantum or other servers, one can use a different name there and even if the name was "moved" from Newgrounds to Main, it would be difficult to prove said "multi" account is tied with another, unless it says explicitely which "legal multi" belongs to which main account on the stats page. But one could use Proxies on Newgrounds to have nothing linking Main with Newgrounds entity, and thus going undercover as they wish by pretending to be a "new player" while in fact being not and using their account to infiltrate another alliance, random mass, planet thieve or whatever to have main account safe while rampaging with the Newgrounds account.
