Although....there is another flip side (we are now in 3-dimensions), accounts are quite cheap now even though people paid big cookies to get them where they are, so number 2 is looking pretty good.

I beg to differ good sir. I assume we are limiting 'the game' to just main? In which case you do need good covert levels to be good at the game. Or have a 500 odd mill UU spare to kill. And a fair bit of naq.

Well, first, it depends on who one aims to beat, and who one's military allies are...
like you said yourself, the major war-ready alliances have a few people with said covert to cover everyone else's tushes.
Second, why limit it to Main?
Descension puts such nice big holes in covert power... and most other good stats.
