In the case of UU -> rounding issue (corrects if you reload the page or if you check your income).
In the case of Mercs -> timing issue (2 or more people buying at the exact same microsecond).

Well the probability of that is close to imposible but still lets hope that's the case... Would suck if some1 discovered a glich at mercs and exploits it ](./images/smilies/eusa_wall.gif "Brick wall")

Which is happening right now.. considering how many people are sitting at TC, trying to get their batch of mercs.

You have 4 big alliances going for them as well as a Loki.

Lets say 6 for each (Plus a Loki) so thats 25 people buying mercs at TC, as soon as any clock they may have hits 35 past they'll start trying to buy
