surprisingly, there is very minimal bias on the staff.
Its low enough that it is hardly the issue causing all the problems.

Most of the bias is at the top of the ladder (not haz).
The staff itself is just using a crappy layout and has a terrible chain of command setup atm.

In the passed, the problems were due to lack of desire to change. Its not a lack of desire right now just poorly chosen routes of change.
