I guess for skype and the different alliances you have to be part of the alliance , is there a general SGW chat or is it just alliance ?

yes there is :) It's called Server chat you will have to add one of the players which are there to add you into chat

just started using skype when I started this a month ago.

so all you do is add one player whos in the chat and you can chat with the rest, anyone online just now I can try and add
