Similar thing happened to me. I think it does the check and then increases TOC when you powerup. so if you were below 2.5, then got above it with last purchase it wont register the achievement until you buy at least 1 more.

didnt increase it further. Im aware usually it doesnt register you have something, like all phys at 1300 until you make one 1301.
So i guess its possible it doesnt register until you go above, and then above it again. Though strangely it just took 3 hours worth of turn changes and it finally realised. Seems a bit random hah
