My raw replication rate is lower than my total. This is new, since I took on a commander last turn.

i think your repliblock have contracted a virus of the signal jamming kind and cannot communication through the void as well as they once did.

This, and a lack of viable neutronium sources (a.k.a. a rounding issue).
It is either losing 2 UU per day on a million UP, or (up to) 1 per turn. You will find this 'costs' you the least.

You are not. This would occur to anyone with a setup 100% identical to yours. Someone who replicated you, as it were.
