What is the highest level of that that you can purchase? I am thinking about making the 3rd upgrade, but am unsure especiall considering the fact taht i am just barely able to support taht cash-wise

I did it after ascending my last time since my UP was reset and it was really cheap. I think that it went to 100% though but i'm not positive.

I think it depends on your race. I only have 5 merc levels and im a tauri.

It mean you can have an equal amount of mercs and trained units, so if you have 100 trained units, you can have 100 mercs...

There was something that was up, but recently taken down to be revised. It was, and probably will be called again, "The Deity's Guide...".

I can't remember the details(I've been working on a 1800 word Biology paper for almost a week, plus exams and assignments ). So, pretty much the bonuses in a nutshell:
-Asguard live in armoured trucks(strong def.)
-Tauri attack with an overkill(strong attack)
-Gou'ald are rich people that never donate(get more naq, and balance with stats)
-Reps are the guys sneaking into your house, eating all your food, and breaking stuff(strong covert and spying)

(if in fact you are able to get to different levels depending on race [pre-ascension])

If you are refering to all the tech. levels, as what was mentioned earlier and you are Tauri, here are your tech. upgrades:

Seige Attack:
Ground Support
Air Support
Alliance MotherShip Support

Defence Fortifications:
Command Outpost
Underground Military Base

Covert Enhancements:

Reverse Engineered Personelle Cloaking Technology

If this is what you are talking about I suggest keeping your UP low before going for the upgrades. the price increases with your UP. Also, the spy/counter intel. lvls go up to into the 20's
