Account 'ownership' (in as much as the term applies) is based on having access to the registered e-mail address - in short, if you can request and receive a password change link, you own the account.
Giving other people access to an account without changing the e-mail (sharing access) is grounds for a ban on the account.
Giving someone access to an account which they then change the e-mail of is, as far as the game is concerned, the definition of an account sale/gift.
Accounts that have been sold/given away do not 'belong' to the person who gave the account away/sold it, and the administration does not mediate in ownership conflicts.
The administration maintains a position of non-involvement regarding account sales. Any dispute taken to an official institution will result in account deletion.
