My daily planet production jumped by 100 over night. Has their been a change to the charisma multiplier or is it a bug?

this thread is relatively unused, so I'll post related bug of my own. it says I have 4 undeveloped planets but I can't train any super defenders. I have the money for them, and I can click the button (with any number put into the by massed defender box) and nothing happens.
