Hidden Army size and amount of money?

How come some of the users have a hidden army size and amount of money? How do i get mine to do that?

they have it because their covert level is higher than yours, you will never c ??? for yours, but people with a lower covert than you wont be able to c yours either

Not to butt in but another covert question: I can see a certain players stat pages with 4 levels higher than myself! How can this be? If there is some loophole in the rule I think It should be filled with concrete! Higher coverts should under no circumstances be visable to lower ones! I've noticed this is commonplace amongst the higher levels. Can someone help me out with this one, maybe explain why I can see peeps I know good and well I'd be an idiot to recon? This aint right man!!

covert action, is dependant on #spys and covert lvl, so if they don't have many spys then you may still be able to see their stats
