How exactly do I go about depromoting officers. For instance I only want one Fleet Commander and that rank is given to my highest ranking officer. In the past certain officers have been promoted to Fleet Commander. But I don't know how to unpremote them so I can just just have my newest High ranking officer as my Fleet Commander.
Any help would be appreciated

Yep, the only way to change your title is to be given one by a CO, ro earn one, by having a bunch of officers, or to ascend, and lose your title. However, since they don't really have any game significance, don't worry about it.
