can anyone help me? and if so, where do i get a ppt? and what is it?

PPt : Protected Planet Treaty, grants you the privilege of not being attacked / sab for a certain amount of time, which is about 2 days.

You can get it by trading for Supporter Status on the market (which requires to buy 2x 1/2 market support).
This trade can be acheive with $$ or with in-game ressources. There is a limit of 2 per week I think.

As Emma Svit-Kona said there is a limit of 2 PPT's per week.
You also get a 'free' PPT if you ascend.

One more thing to elaborate on what was said:
PPTs last exactly 48hrs in which you cannot be attacked or sabbed (Although you can be reconed.)
If you attack, spy, or sab the PPT ends prematurely.

Are you sure Xeno? I think you can spy when you're on PPT, but I haven't done it in a while...
