Getting rid of officers

How do I get rid of an officer? I have someone who has no unit production and is inactive but is taking part of the 30% from my officers / :

Above where officers are listed, there is a link that says "Officers." Its on the same level as "% to officers." Click on it and it shows you all your officers, you can dismiss them, promote them, and view their base from that screen.
