i have a really stupid question. I do not know how to go onto the protected planet treaty. How do i do it? thanks.

Iirc there is a checkbox prompt before you can complete the action :)

I will also add that you get a PPT when you ascend.

There's a checkbox. You can't "accidently" get yourself off PPT. It has to be a conscious effort.
