Well, it varies randomly, but you have the potential to steal up to 100% whilst at war.

There are three realities.
There's perceived reality, which is subjective.
There's actual reality, which is what actually exists.
And then there's me.

it aint 100%.. more like 99%...lol
what reality said... cause sometimes you get 100%
Yep, I routinely clean out my farm accounts down to the last bent naq.
I'm not sure exactly how the amount you get is determined, but it seems to be a percentage of a base amount (75-100% it seems). If you declare war, the base amount is 100% of their total, so you can get it all. If you don't, then the base is more like 75% (Which means the bast you can get is 75% and it CAN be as little as just over half).
The only thing to be worried about is that once war has been declared on you, they may come back. They likely think of you as a safe target they can hit with impunity. I know when I need to get some quick naq, the first place I look is on my relations page at the people I've declared war on. It is effectively my farm list. Generally, a polite PM to the person who declared war on you will get them to go back to nuetrality, especially if you are not a real good farm.

first of all: you get more naq...
secondly, like some allready said: go to your attack window, click on relations and the first thing you see is the people you put to war, so you can make a nice farm list
Declare War You can declare war on any realm, with -and this is true for all relations - a minimum 24hours before you can change this relation. This accomplishes a few things: 1)adds them to your enemies list on your ranking by relations (good for keeping track of them). 2)increases naquadah and untrained units taken on successful attacks and raids 3)increases their (and your!) weapon and unit damage on attacks and raids 4)increases the damage on sabotage if they are also at war with you 5)shows '*war' next to their name in regular ranking/attack screen and 6)lets them know via an ingame message that you are at war source: Help & Rules

being normal is also overrated, you must have faith in who you are
