what do I do to be able to sign another drone?

increase ur unit production and wait until another comes along. its ur total UP/48 turns. and the untrainable drone is from a coding thing or else the coding won't work.

just go hit a 50-60mil (try to find higher, 100mil is possible) 0 def farm to put in to your UP and with a higher UP it wont happen as often because you make more uu a day
