you go to the market: each week you have 3 times you can use the market : those are the market turns

this is the explanation you'll find on the market page:
You are limited to three (3) trades/donations combined per week, only 2 of which can include the protected planet treaty (PPT) bonuses per calander week.
For example, if you did 2 trades, and 1 donation, you would be at your maximum. If you traded for PPT, and donated - you would have but one non-PPT trade remaining.
Doing multiple or partial quantity of packages counts as 1 trade.
You have used 0 trades and/or donations this week.
You have used 0 PPT bonuses this week.

those turns DO NOT interfere with private broker, however, you can also have only 3 trades in private broker at the same time
being normal is also overrated, you must have faith in who you are

The market trades in untrained unit/lifers, naquadah and attack turns. It has an exchange rate of untrained units (it buys untrained, and sells lifers), to naquadah to attack turns. The actual rate varies based on supply and demand a few times a day. To use the market you need either supporter status, or you can trade resources to get market supporter status, which allows full use of the market (but not the trade broker). There is also a limit of 3 market trades per week, a trade being defined as an interaction on the marketplace and not dependent on the quantity traded. Overall, depending on your current production levels, and short term plans, the market allows for a lot of flexibility in securing the right resources at the right time.

Taken from the Help and Rules section. Basically the Market is just that, a market... except you can only shop there three times a week. Which is why people that don't use the trades, sell them. If you've already used all your "trips to the store" you can buy someone else's.
