Covert&Anti-Covert planet not adding to total covert

i have one Covert&Anti-Covert planet.
The thing is that the covert part isn't adding to my total covert action.

It may be the case because i untrained all of my spys..

But that was not the case when i had no anti-covert agents. So i assume that it's just not adding to total covert.
