Okay, how did this happen? Could I have found that this was there by spying? Is this an upgrade? A weapon? What? Can I get this? Is this a one person's special item or what? Please help Thanks!

This is the Asgard specific technology, it creates a hologram (success chance is altered by level of upgrade) and you attack the hologram. Yes, you can find out if the asgard has it by recon. The race specific techs are listed to buy under "Technologies" on the left hand Command Menu (suprisingly enough).
