Can't attack

Can't attack

I was attacked by someone less than two hours ago and it was someone who was attacked last night. i'm not given the option to attack them at all, they are not on ppt, they are not in vacation mode and they are not set to peace in relations either, but yet i'm still not given the option to attack them at all. Anyone know what's going on with this or how to fix it?

What do you mean by "not able to attack", the button's not there?

yeah but i'am begining attacked by someone who i can't attack cause they are phased out, and i'am still being attack while i'am phased out too.

Also when i was on def con critial i phased out at 60 attacks which is normal, however i keep being attacked. and finil at 80 atttack i when on ppt.
