Unfortunatly you lose the most ammount of naqudah in this process, and the merc limits stop you from buying enough to mean anything anyways. so maybe untrained mercs should be unlimited.
An untrained merc is useless on a battlefield. I dont see how an untrained merc is even worth 10 naqudah!
Maybe have them "mature" after x amount of days into something else?

you can have unlimited untrained mercs, and they have 3 special qualities to them, one of which being an economically unfriendly bank, ie costs more but your naq is safe

Actually the game will prevent you buying untrained mercs if you have already hit your limit on trained mercs. But there is an easy solution.
