Big bug, or a big cheater?

This guy have 1 planet.
I try to spy this one, and hte planet don't appear in the log.
I have more covert than him, and I try spying 5 time with the same effect.

I don't understand how he can have that.
I haven't try to take this one because my mothership his out.

Can a mod look at him and say if it's a bug or this player cheat.

its not really a bug it is just hard sometimes to spy on planets. I have had almost 100times someones covert and it takes a few times to get the planet details.

No, it's a bug allright, he didn't say he couldn't spy the planet he said it ain't in spy logs.
